The Dubuque Chamber of Commerce Ambassadors were on hand Tuesday for a ribbon cutting ceremony to celebrate the Q Casino and Resort’s new rooftop restaurant and bar Lock 11. Overlooking the Mississippi River from atop the new Key Hotel, Lock 11 offers elevated dining, handcrafted cocktails, and refined hospitality along with panoramic views of the Mississippi Riverfront.
