The Dubuque Police Department says Highway 20 westbound from the Locust Street interchange to the Bryant Street exit is back open to traffic. The section of the highway was closed for 90 minutes around 10:30 this morning due to a traffic accident. Once again Highway 20 Westbound is back open to traffic.
