Dubuque Police have arrested a second man they say was involved in the assault of another man last month.
19-year old Sylvester Hubbard is accused of being one of three men charged with following the man in a vehicle and then beating him on September 24th in the area of Prince and 22nd Streets.
One of the other men charged 20-year old Edwin Ventura-Cruz is scheduled to be arraigned next week.
Police say their investigation continues.
