Deadly Use of Force By Dubuque Police Officer Ruled Legally Justified

A Dubuque Police officer’s use of deadly force during a Dubuque shooting incident has been found to be legally justified.

The Iowa Attorney General’s Office and Dubuque County Attorney both have concluded officer Austin Manders reacted quickly and professionally in an intense, uncertain and rapidly evolving situation during the incident on January 4th in front of Odd Fellows Bar on Locust Street.

Manders on routine patrol that night saw a fight taking place and when he exited his patrol car saw 28-year old Jai Ondrick Lovely shoot 29-year old Cory Wilson. Manders then shot and wounded Lovely. Both Lovely and Wilson were taken to the hospital where both men died of their injuries.  No one else was injured in the incident.

Manders was place on critical incident leave during the investigation but will be allowed to return to duty.
