A man was arrested by Dubuque Police accused of sexually assaulting a woman in the Iowa Street Parking Ramp in downtown Dubuque.
Police say 45-year old Christopher Waters was arrested Wednesday evening and is charged with third degree sexual abuse. Police say the incident happened earlier this year.
Authorities say the woman being attacked was able to make the universal help hand signal to alert two people in the area to end the assault.
