A traffic stop for expired license plates by Dubuque Police led to a literal explosive discovery.
Police say 34-year old Austin Cochran of Dubuque faces charges of having possession of explosive materials or destructive devices.
Police say shortly before 10 o’clock Monday night, they pulled over a vehicle driven Cochran near the intersection of Foothill Road and Key Way Drive. Authorities say during the stop a K-9 officer detected a positive alert and during a search officers located a black trash bag in the trunk of the car with a homemade explosive inside the bag. Police say the device appeared to be built with two beer cans, paper towels, red tape, a green fuse, a plastic seal at the top and contained black powder.
The Dubuque Fire Department and Iowa State Fire Marshal`s Office removed the explosive device and later intentionally detonated it.
