A Dubuque man was arrested on charges he strangled and sexual abused a woman.
Police say 30-year old Leroy Edgar was arrested Sunday night and faces a number of charges including being accused of raping and strangling the woman after breaking into her home in the 13 hundred block of Rhomberg Avenue.
Edgar is being held in the Dubuque County Jail on $250-thousand dollars bond.
