Dubuque Teacher Facing Federal Child Exploitation Charges

Coverage partner KCRG reports a Dubuque high school teacher, who has been on paid leave for about a year is now charged with six federal charges, connected with child exploitation allegations.

35-year old Andrew Roos is accused of trying to use, persuade, induce or entice minors to engage in sexually explicit conduct and then use AI technology to produce visual images he distributed and possessed as child pornography.

The indictment claims it occurred at Hempstead High School over the course of several years.

A search warrant filed in Jan. 2026 shows Dubuque police seized two pens with hidden cameras and a USB drive from Roos’ classroom.

He’s set for arraignment in federal court in Cedar Rapids tomorrow. If convicted he faces a mandatory minimum 15 year prison sentence.
