DUBUQUE POLICE CAR 1

A Dubuque man has been arrested and charged with Theft in the First Degree against an Older Individual after allegedly stealing thousands of dollars of jewelry from his mother and selling it to pawn shops in Dubuque.

Following an investigation, police say 51-year old Douglas Winner is accused of taking at least 17 pieces of jewelry valued at well over $10-thousand dollars, perhaps as much as 35-thousand  from his mother 76-year old Sharon Winner’s home on different occasions from between approximately January 2023 until she filed the police report late last month.

Police say Sharon Winner told them she started noticing jewelry missing from her home, which prompted her to take a full inventory and called police suspecting it may have been her son taking the items. Police say their investigation shows Douglas Winner sold at least 17 pieces of jewelry to two different Dubuque Pawn Shops. He was arrested and jailed on the charges on Wednesday.
